USAID employees, contractors and grantees must adhere to uniform USAID travel regulation requirements while conducting all of their travel which is reimbursed in anyway with US government funds. This includes a contractor's personnel and consultants, as well as any foreign government personnel whose travel is funded by a USAID related project. According to USAID travel regulations, anyone whose air travel is financed by U.S. Government funds, with few exceptions, is required to use a U.S. flag air carrier.
